GHG CleanProjects Registry: Validation Guidance
Validation and verification using ISO 14064-3 are similar processes but with different focus areas. The guidance offered in this section is intended to assist project developers (proponents) and validators through the process of validation. In order to increase the consistency and credibility of the projects and project documents that are listed on the GHG CleanProjects™ Registry it is recommended that project developers (proponents) and validators consider that the project undergo both a third-party validation and a third-party verification.
Consistent with section 5.13 of ISO 14064-2, the reporting of the GHG project can be presented in one of two formats:
- a GHG report that contains all the reporting requirements, or
- a validation report prepared by an independent third-party in accordance with 14064-3.
Further guidance on validation:
As per the requirements of ISO 14064-3, a project developer (proponent) and the validator must agree on
- the level of assurance required for the validation,
- it is suggested to define the level of assurance as 'reasonable assurance engagements';
- the validation objectives.
- it is suggested to define the objectives of the validation as assessing the project document and its conformity with ISO 14064-2 as well as assessing the likelihood that implementation of the planned GHG project will result in the GHG emission reductions/removals as stated by the responsible party, as required by 14064-3;
- the validation scope and the criteria to be used for the validation.
- it is suggested to define the scope of the validation as assessing the project document and any supporting information, noting that at a minimum the validation shall include the following:
- the GHG project and its baseline scenario;
- physical infrastructure, activities, technologies and processes of the GHG project;
- GHG sources, sinks and/or reservoirs;
- types of GHGs;
- time period(s),
- it is suggested to define the criteria of the validation as being:
- an assessment of the completeness of the project document (i.e. all requirements have been addressed)
- an assessment of whether each requirement has been addressed sufficiently for the needs of the intended user (i.e. a user of the GHG CleanProjects™ Registry);
- an assessment that the project document respects the principles of the 14064-2 standard.
